The Connected Curriculum Guide


The purpose of the resource is to assist principals to connect The New Zealand Curriculum with their school curriculum – by review, development, or alignment.


The resource is structured into three parts:

  • a DVD containing a series of “presentations” that are interrelated yet allow the principal to select those that are of particular interest at any one time
  • a print booklet supporting the content of the DVD (Download)
  • NZEI’s website expanding on the DVD and print booklet with additional reflections on practice from principals, a resource list, as well as professional and technical advice.

The resource is comprehensive but designed to allow principals to select parts of particular relevance to them at the time. Most of the chapters include reflective comments by members of the NZEI Te Riu Roa Principals’ Council.

In his presentations, Lester Flockton provides examples of different approaches adopted by schools which he urges each school to critically review before reaching their own position.

Curriculum Direction

Managing Implementation

Lester Flockton discusses the major phases in the design and review of a school’s curriculum so it is consistent with The New Zealand Curriculum and suited to the needs and aspirations of the school. Opportunities and requirements, roles and responsibilities, and interaction with the school community are also covered.

Curriculum Fluency

Lester Flockton discusses the "big picture" stuff that principals need to carry in their head (cognitive portability) to stimulate thinking and discussion with colleagues. Activities and review questions are included.


Lester Flockton discusses vision, and its importance, its power, and place in the school charter. A practical approach to develop and review a school’s vision is provided.

Key Competencies

Lester Flockton discusses the background and intent of the key competencies and relates these to school practice. Assessment and reporting practices are also considered, with a series of questions provided to help guide critical and careful self review.

Learning Areas

Lester Flockton discusses the requirements of covering the learning areas strands and achievement objectives. Practical activities including an approach to developing learning area priority goals are offered as well as review questions.


Lester Flockton discusses the nature of learning and teaching, and the conditions necessary for learning to occur. Realistic recognition is given to the important part schools play in student learning and achievement. Definitions are provided and ways for each school to reach its own position on what makes for good practice are included.


Lester Flockton discusses how schools can examine, review and develop their assessment position and practices. Principles for practice, key questions, the nature, and the purpose and qualities of assessment are all considered.   Good assessment practices such as the use of multiple measures are explored. Teacher assessment and student self assessment are considered together with questions for review. The Healthy Practice Pyramid for classroom assessment is provided.

Putting It All Together

Lester Flockton discusses a "conceptual" framework to address important considerations for designing the school’s curriculum. The requirements are reviewed. How to see and make connections to map out the overall design by developing and using of "big picture" goals are explored.
