NZEI, the PSA and Ministry of Education Relationship agreement

NZEI, the PSA and Ministry of Education have developed a relationship agreement which describes the desired relationship between the two unions and MOE as one in which all parties will participate constructively in working to achieve outcomes in a way that best meets the objectives of the parties.  An accompanying protocol describes the rights, roles and responsibilities of the unions and the Ministry when union members are involved in union activities in Ministry worksites.

Ministry of Education Field Staff

Collective Agreement

In 2005 NZEI negotiated a new salary scale for members in the Field Staff Collective Agreement.  The current collective agreement applies from 15 September 2005 to 5 September 2008.

Salary increase

From 6 September 2007 all field staff salaries increase by 3%.

Workstreams

Lead Practitioners and Practice Advisers

NZEI and the Ministry of Education have convened a working party to consider remuneration for lead practitioner and practice advisor roles for employees seconded from their substantive field staff positions.

The first meeting of the working party was on July 6 2007.  NZEI members on the working party are Pat Caswell (physiotherapist, Dunedin), Rhiannon Roberts (speech language therapist, Christchurch), Stephen Robinson (speech langutage therapist, Rotorua) and Maria Stewart (psychologist, Henderson).

 The working party met again in September and has since held two teleconferences. In December members were invited to comment on two discussion papers from the Professional Practice Unit. These discussed four main issues:

  • Professional leadership for moderate physical therapies and moderate hearing services
  • The interface between the practice leader network and management
  • The relationship between the practice leader services to Maori and Pouarahi-a-takiwa
  • Terms and conditions of lead practitioners.

It is anticipated the working party will be reconvened this term to complete its work.

Ministry of Education Support Workers, Behaviour Support Workers and Communication Support Workers

NZEI ratified the latest collective agreement in November 2006.  The current collective agreement applies from 1 November 2006 to 30 April 2008.

Workstreams

In 2007 NZEI will work with the Ministry on motor vehicle expenses and insurance; permanent and fixed term positions; and variation of hours provisions and the allocation of additional hours.

4.12 Private Motor Vehicle Insurance

While you are on Ministry of Education business your motor vehicle is covered by the Ministry of Education’s Motor Vehicle insurance policy.
Definitions
Ministry of Education business means travel between Ministry of Education worksites or while the motor vehicle is legally parked while on Ministry of Education business. Travel from home to a Ministry of Education worksite or from a Ministry of Education worksite to home is excluded from coverage.
A Ministry of Education Worksite means an Early Childhood Education Centre, a school or a Ministry of Education office.

Private Motor Vehicles

The Ministry of Education expects that any motor vehicle operated by a support worker in their duties is:
a. Fully warranted
b. Fully registered
c. Insured
You must also have a full driver’s licence.

Insurance Coverage

If your motor vehicle suffers damage while being used on Ministry of Education business the insurance claim should be made against the Ministry of Education’s motor vehicle policy rather than your own policy.

How to make a claim

A claim form can be obtained from your local district office and should be completed and returned to your Service Manager who will forward it to Facilities Management in National Office.

Role Clarity Working Party

In 2007 the working party completed and confirmed the new education support worker job description and manual. The new manual was introduced to districts later in the year.

In 2008 work will continue on job descriptions and manuals for behaviour support workers and communication support workers. As anticipated at negotiations in 2006 it is likely that this work will converge with a pay investigation for support workers.

NZEI members on the working party are Yvonne Keesing (ESW, Auckland), Marianne Field (ESW, Christchurch), Rae Carton (BSW, Hastings) and Denise Tetzlaff (CSW, Auckland).
